Based in Singapore since 2006, Blair has worked globally in flood resilience, working notably on projects funded by the World Bank and Asian Development Bank. As JBA's Technical Director for coastal and marine risk management since 2019, his dual Masters degrees in Earth Science (Oceanography) and Finance (Economic Policy) drives his approach to flood risk management, at the intersection of physical risk, climate, and economic appraisal. Blair's work spans the design of resilient coastal infrastructures, including Singapore's largest mangrove restoration and significant contributions to the nation's climate change adaptation efforts. With 20 years of experience, his focus on hydraulic modeling, economic appraisal, and nature-based solutions underscores his strategic planning in integrated flood risk management.
