Carlos Alberto Picado Rojas

National Commission for Risk Prevention and Emergency Response, Costa Rica

Mr. Picado Rojas was tasked with formulating the National Risk Management Plan during the periods 2003-2006, 2010-2015, and 2016-2020, as well as the National Risk Management Policy during 2016-2030. He has more than 40 years of experience in topics related to disaster management and risk management. He has a degree in sociology, a master’s degree in development project management, and a PhD in philosophy. He teaches topics related to risk management and human resilience in master’s programs at the University of Costa Rica, the Central American Institute of Public Administration, and the Latin American Faculty of Social Sciences.
