Ms. Donalyn Minimo is the OIC-Assistant Secretary of the International Finance Group of the Philippine Government’s Department of Finance, which is in-charge in mobilizing external resources from bilateral and multilateral partners to support priority programs of the National Government; as well as, leading in crafting the Philippine’s position on financial services and financial cooperation matters in bilateral and regional free trade agreements, international/ multilateral agreements, regional or international initiatives, programs, or cooperation mechanisms and other fora such as ASEAN, ASEAN+3, APEC, among others. She has helped developed the Philippines DRFI Strategy and in the implementation of innovative financing and risk transfer instruments i.e., Cat DDOs, Cat Bonds, Local Government Catastrophe Risk Insurance, among others.
For more than fifteen years with the DOF, she has been leading negotiations and engaging with multilateral and bilateral partners including the World Bank, ADB, EU, IFAD, OFID, AIIB, JICA, AFD, KEXIM, USAID, DFAT, KOICA, and FCDO, among others; and has been spearheading Philippines’ policy formulation on its position on financial services during free trade negotiations.
Ms. Minimo holds a Master of Policy Economics from the Williams College Center for Development Economics in Massachusetts, USA. She graduated with a Bachelor of Arts in Public Administration from the University of the Philippines Diliman, Philippines.
