Ella is a Technical Advisor in Start Network's Crisis Anticipation and Risk Financing Team and holds a MSc from UCL in Disaster, Risk and Resilience. Ella leads on Start Network's Anticipatory Action service offer, supporting Start Network members and partners to proactively take action when there is a forecast of an impending crisis. Ella is also closely involved in Start Network's FOREWARN (Forecast-based, Warning, Analysis, and Response Network) programme - global and national networks made up of academics, scientists, risk analysts and humanitarian actors, set up to establish technical support to humanitarians seeking to act in advance of a crisis.
