Francis Fontenelle

Department of Finance, Saint Lucia

Mr. Francis Fontenelle currently holds the position of Permanent Secretary, in the Department of Finance and is accountable to the Minister of Finance for the administration of the department.
Previously he held the position of Director of Finance in the Ministry of Finance of Saint Lucia. He is responsible for administering the Public Finance Management Act and is directly responsible for the Debt and Investment, Financial Sector Oversight and Procurement Units.
Prior to that he was the Senior Banking Specialist in the Banking and Monetary Operations Department at the Eastern Caribbean Central Bank (ECCB). In that position he was the head of the Payment System Development and Oversight Unit.
He was also the Budget Director as well as the Deputy Director of Finance with responsibility Debt and Investments for the Government of St Lucia.
Mr. Fontenelle holds a Bachelor of Science Degree majoring in Economics and a Master of Science Degree in Accounting from the University of the West Indies, Mona Campus Jamaica. He also holds a Graduate Diploma in Law and has pursued numerous short term professional courses in the areas of Finance, Debt Management, Reserve Management and Payment systems. He is also a Certified Director from the Caribbean Governance Institute.
He is a sports enthusiast and his hobbies are playing football, cricket, hiking and reading.
