Dr. Muhammad Tahir Noor is Additional Secretary of Pakistan’s Benazir Income Support Programme (BISP), having annual financial outlay of approximately US$1.6 billion, and covering more than nine million beneficiary families across Pakistan. Dr. Noor oversees almost all aspects of BISP operations, including supervising the program’s overall operations, its dynamic registry, beneficiary identification, data analysis, biometric payments systems, and design, and robust monitoring and evaluation of, various BISP initiatives. He played a pivotal role in leading the design and update of BISP’s National Socio-Economic Registry (NSER), which includes socioeconomic data of more than 35 million households in Pakistan. Dr. Noor holds a PhD in Political Science from the University of Heidelberg, and is very conversant on issues of governance, human development and poverty. He has been actively involved in post PhD research on multidimensional issues like poverty, gender, rule of law, and empowerment of the poor. He has a diversified professional experience, having worked with public sector organizations in Defence, Accountability Bureau, Finance and Social Safety Nets; and extensive experience working with international aid architecture institutions.
