Dr. Sinha currently serves as the Secretary of Disaster Management and Rehabilitation, Secretary of USDMA, and Project Director of the World Bank-funded Uttarakhand Disaster Preparedness and Resilience Project. After completing his MBBS from Grant Medical College, Mumbai, he joined the Indian Administrative Service in 2005, Uttarakhand Cadre.
Dr. Sinha has held several key positions, including Executive Director of the Uttarakhand Institute of Rural Development, Managing Director of Uttarakhand Transport Corporation, Director of the Sports Department, and Project Director for Swajal, Swachh Bharat Mission, and Namami Gange. He also served as Vice-Chairman of the Haridwar Development Authority and Secretary of the Uttarakhand Public Service Commission.
His leadership extended to roles as Secretary in various departments, including Home and Jails, Panchayati Raj, Planning, Transport, State Reorganization, Census, Skill Development, and Employment. Dr. Sinha has also served as Chief Project Director of the Integrated Livelihood Support Project funded by IFAD, CEO of the Centre for Public Policy and Good Governance, and Secretary to the Hon'ble Governor of Uttarakhand.
