Ruth joined the World Bank in 2019 and is based in Manila. In her current capacity, she supports the Bank’s projects and analytical work on skills development, labor migration, and social assistance agenda in the Philippines and Papua New Guinea. She also manages trust funds on behalf of the Bank’s clients, supporting capacity building and delivering technical advisory. She has more than 15 years government service experience in the Philippines working in the Department of National Defense (DND) and Department of Labor and Employment (DOLE) in the areas of disaster risk management, labor market analysis, youth employment, and employment policy. She also worked for Plan International as a Disaster Risk Reduction Specialist. Ruth is a graduate of Ateneo de Manila University with a BSc in Management major in Communications Technology Management and holds a Masters in Regional Development from the University of Queensland in Brisbane, Australia.
