Dr. Yves Robert Personna is an experienced manager and researcher with expertise in climate change, disaster risk management (DRM) and international development. Since 2022, he has held the position of Senior Programme Manager / African, Caribbean, Pacific, European Union (ACP-EU), Caribbean Action for Resilience Enhancement (CARE) Programme at the Environmental Sustainability Unit of the Caribbean Development Bank (CDB). At CDB, he also led the successful implementation of the ACP-EU-CDB Natural Disaster Risk Management in CARIFORUM Countries Programme from 2016 to 2022. Prior to joining CDB in 2016, Dr. Personna worked for approximately 15 years, offering valuable advisory services in DRM, climate change policy and strategy development, climate vulnerability and risk assessment, as well as environmental and social risk assessment and management. He provided his expertise to various bilateral and multilateral organisations, including the Inter-American Development Bank, the United Nations Development Programme, and the United States Agency for International Development. Dr. Personna has also spearheaded innovative fundamental and applied research initiatives focusing on soil and water contamination by organic contaminants and heavy metals. He has published over 10 articles as the lead author in high-impact peer-reviewed journals such Contaminant Hydrology, Environmental Earth Sciences, and Marine Pollution Bulletin. Additionally, he has shared his expertise as a reviewer for numerous scholarly journals.His academic qualifications include a PhD and a Master of Science in Environmental Sciences from Rutgers University, USA; a Master of Science in Aquaculture/Aquatic Ecosystem Management from the University of Liege, Belgium; and a Bachelor of Science in Agronomy/Natural Resources Management from the State University of Haiti. Dr. Personna was also recognized as a Fulbright Scholar at Rutgers University from 2005 to 2007.
